Joint Ukrainian-Brazilian project of a spaceport with full infrastructure based on the Agreement on Long-term Cooperation for the Use of the Carrier Rocket "Cyclone-4" at the Launch Center in Alcantara, Maranhão State in the Federative Republic of Brazil. The Agreement was ratified by the Law of Ukraine dated 04.02.04 No. 1429-IV. In 2004, in accordance with the decision on the creation of a space rocket complex, the State Enterprise of the Ministry of Defense of Ukraine "Central Design Institute" was designated as the developer of initial design data and spatial planning solutions for the ground complex of the space rocket complex (NC KRK) "Cyclone-4". Under the agreement with the Design Bureau "Pivdenne" of the State Enterprise of the Ministry of Defense of Ukraine "Central Design Institute", pre-design proposals were developed for the selection of sites for the location of the ground complex (NC) of the "Cyclone-4" KRK, engineering surveys and design of construction structures were carried out, and preliminary decisions were made on the location of the cosmodrome. Subsequently, based on the Agreement between the State Enterprise of the Ministry of Defense of Ukraine "CPI" and the Joint Ukrainian-Brazilian Enterprise, created on the basis of the National Space Agency of Ukraine and the Brazilian Space Agency "Binational Company "Alcantara Cyclone Space", the institute developed design documentation for the construction of the NC KRK "Cyclone-4" consisting of the following objects:

• TSZ – temporary storage zone;
• TC – technical complex;
• SC – starting complex;
• CP – command post.
